Watching a dataset grow up.

Almost every movement across 28 releases is us getting the measurement right—admitting a zone, fixing a denominator, clipping to the right boundary—not the world changing. Each city's “highly‑restricted” share is plotted release to release, with every explained move colour‑coded by why it happened.

The one real reform

The ACT Missing Middle reforms are the only move in this whole history driven by an actual change to the law: Canberra's highly-restricted share fell −16.3 pp when its suburban zones gained multi-unit heights. Everything else is a measurement refinement.
